Noi sottoscritti, studiosi e bibliotecari che lavorano sulla tematica del Medio Oriente, riteniamo che il silenzio sull’ultima catastrofe umanitaria causata dal nuovo attacco militare di Israele sulla Striscia di Gaza, il terza e più devastante negli ultimi sei anni, costituisca complicità. I governi mondiali e i media mainstream non ritengono Israele responsabile per le sue violazioni del diritto internazionale. Noi, tuttavia, come comunità di studiosi impegnati con il Medio Oriente, abbiamo la responsabilità morale di farlo.
Né la violazione del diritto internazionale, né la distruzione della vita palestinese a Gaza, però, è cominciata o si concluderà con la guerra in corso. Israele ha mantenuto un assedio illegale della Striscia di Gaza per sette anni. Ha limitato la circolazione di persone e merci da e verso Gaza e il razionamento dell’apporto calorico palestinese appena sopra i livelli di sussistenza. [1] Inoltre, la sofferenza dei palestinesi non è limitata a Gaza: l’occupazione e l’espropriazione a Gerusalemme Est, nel deserto del Naqab (Negev) e in Cisgiordania; la costruzione di muri e recinzioni intorno alla popolazione palestinese, le limitazioni alla libertà di movimento e all’istruzione dei palestinesi e le demolizioni di case hanno una lunga storia e non hanno apparente fine in vista. Continueranno, a meno che persone in tutto il mondo agiscano dove i loro governi hanno fallito.
In qualità di dipendenti di istituzioni di istruzione superiore di tutto il mondo, abbiamo un particolare interesse, e la responsabilità di rispondere agli ostacoli al diritto agli studi universitari che lo Stato di Israele ha creato per i palestinesi sia all'interno di Israele stesso, che nei territori occupati. Solamente negli ultimi due mesi, le forze israeliane hanno fatto irruzione all’Al Quds University di Gerusalemme, all'Università Arabo-Americana a Jenin, e alla Università Birzeit vicino a Ramallah. [2] Durante l’attuale attacco, un bombardamento aereo israeliano ha distrutto l'Università Islamica di Gaza. I massacri israeliani in corso a Gaza sono stati orribili ricordi della complicità delle istituzioni accademiche israeliane nell'occupazione e nell'oppressione dei palestinesi. La Tel Aviv University, l'Università Ebraica di Gerusalemme, la Bar Ilan University, l’Università di Haifa, la Technion, e la Ben Gurion University hanno pubblicamente dichiarato il loro sostegno incondizionato per l'esercito israeliano. [6] Più in generale, ci sono strette connessioni tra le istituzioni accademiche israeliane gli stabilimenti militari, di sicurezza e politici in Israele; [7] per fare solo un esempio: la Tel Aviv University è direttamente coinvolta, attraverso l'Istituto di Studi sulla Sicurezza Nazionale (INSS), nello sviluppo della dottrina Dahiya, [8] adottata dall’esercito israeliano nei suoi attacchi contro il Libano nel 2006 e su Gaza oggi. La dottrina Dahiya sostiene la vasta distruzione delle infrastrutture civili e la "sofferenza intensa" della popolazione civile come mezzo “efficace” per sottomettere ogni resistenza. [9]
I nostri colleghi dell'accademia israeliana sono stati in generale silenzio di fronte a tale violenza e ingiustizia. Ci complimentiamo con le poche decine di accademici israeliani che hanno protestato contro il loro governo, e la diverse decine che hanno firmato una petizione che chiede la fine del bombardamento israeliano di Gaza. [10] Ma, in maniera allarmante, hanno dovuto affrontare provvedimenti disciplinari da parte delle loro università. [11] Noi stiamo con questi studiosi e li sosteniamo in quella che è la nostra lotta comune.
Come bibliotecari e studiosi del Medio Oriente, ci sentiamo in dovere di unirci al crescente numero di studiosi in Israele e in tutto il mondo che sostengono l'appello palestinese al boicottaggio delle istituzioni accademiche israeliane. Questa chiamata risponde ad un appello di lunga data delle organizzazioni della società civile palestinese per l'attuazione completa di boicottaggio, disinvestimento e sanzioni (BDS) contro Israele, ed è sostenuto dalla Federazione Palestinese dei Sindacati dei Docenti e Dipendenti Universitari (PFUUPE).
Seguendo le orme del crescente numero di associazioni accademiche americane che hanno approvato risoluzioni sul boicottaggio, [12] chiediamo ai nostri colleghi studiosi del Medio Oriente di boicottare le istituzioni accademiche israeliane, e ci impegniamo a non collaborare su progetti ed eventi che coinvolgono le istituzioni accademiche israeliane, a non insegnare o partecipare a conferenze e altri eventi relativi a tali istituzioni, e di non pubblicare in riviste accademiche con sede in Israele. Chiediamo di fare questo finchè queste istituzioni non porranno fine alla loro complicità nella violazione dei diritti dei palestinesi come previsto dal diritto internazionale, e finchè non rispetteranno i pieni diritti dei palestinesi, invitando Israele a:
- 1.Porre fine al suo assedio di Gaza, all'occupazione e alla colonizzazione di tutte le terre arabe occupate nel Giugno 1967, e smantellare gli insediamenti e il Muro;
- 2.Riconoscere i diritti fondamentali dei cittadini arabo-palestinesi di Israele e dei beduini apolidi del Negev apolidi fino alla piena uguaglianza;
- 3.Rispettare, proteggere e promuovere i diritti dei profughi palestinesi al ritorno alle loro case e proprietà come stabilito nella risoluzione 194 delle Nazioni Unite.
