3 giugno 2019 - A metà maggio, studiosi ebrei e israeliani, molti dei quali specializzati in antisemitismo, storia ebraica e storia dell'Olocausto, hanno lanciato l'allarme sulla crescente tendenza a etichettare i sostenitori dei diritti umani dei Palestinesi come antisemiti. Lo hanno fatto in un appello indirizzato al Bundestag tedesco in relazione a diverse mozioni che erano state presentate contro il movimento di Boicottaggio, Disinvestimento e Sanzioni (BDS). Molti di noi hanno firmato questo appello.

Il 17 maggio è stata adottata una di queste mozioni, sponsorizzata da CDU / CSU, SPD, FDP e Bündnis 90 / Die Grünen. Noi rifiutiamo questa mozione, che si basa sulla falsa affermazione che il BDS in quanto tale equivalga all’antisemitismo. Chiediamo al governo tedesco di non appoggiare questa mozione e di combattere l'antisemitismo, rispettando e proteggendo, contemporaneamente, la libertà di parola e di associazione, che sono innegabilmente sotto attacco.

Come espresso nella dichiarazione precedente, consideriamo l'antisemitismo e tutte le forme di razzismo e fanatismo una minaccia che deve essere combattuta, e incoraggiamo il governo e il parlamento tedesco a farlo. Tuttavia, la mozione adottata non aiuta questa lotta. Al contrario, la indebolisce.

Tra i firmatari di quest'appello, le opinioni sul BDS differiscono in modo significativo: alcune potrebbero essere a sostegno del BDS, mentre altre lo rifiutano per ragioni diverse. Tuttavia, noi tutti rifiutiamo l'accusa ingannevole che il BDS in quanto tale sia antisemita e sosteniamo che i boicottaggi sono uno strumento legittimo e non violento di resistenza. Noi, tra i principali ricercatori sull'antisemitismo, affermiamo che si dovrebbe essere considerati antisemiti sulla base del contenuto e del contesto delle proprie parole e azioni, indipendentemente dal fatto che provengano da sostenitori del BDS o meno.

Purtroppo, la mozione adottata ignora l'esplicita opposizione del movimento BDS a "tutte le forme di razzismo, compreso l'antisemitismo". Il movimento BDS cerca di influenzare le politiche del governo di uno stato che è responsabile dell'occupazione e dell'oppressione in corso nei confronti del popolo palestinese. Tali politiche non possono essere immuni dalle critiche. In questo contesto, si dovrebbe anche notare che molti individui e gruppi ebrei e israeliani supportano esplicitamente il BDS, o difendono il diritto di sostenerlo. Noi consideriamo inappropriato e offensivo che le istituzioni governative e parlamentari tedesche li etichettino come antisemiti.

Inoltre, i tre obiettivi principali del BDS - porre fine all'occupazione, la piena eguaglianza per i cittadini arabi di Israele e il diritto al ritorno dei profughi palestinesi - aderiscono al diritto internazionale, anche se il terzo obiettivo può indubbiamente essere messo in discussione. Siamo scioccati dal fatto che le richieste di uguaglianza e di conformità al diritto internazionale siano considerate antisemite.

Arriviamo alla conclusione che la crescita dell'antisemitismo, chiaramente, non sia la preoccupazione che ha ispirato la mozione adottata dal Bundestag. Al contrario, questa mozione è sostenuta da storici interessi politici e linee strategiche del governo israeliano di estrema destra.

Per anni, il governo israeliano sotto il primo ministro Benjamin Netanyahu ha etichettato come antisemita qualsiasi opposizione alle sue politiche illegali e che compromettono la pace. A nessuno può sorprendere che Netanyahu abbia accolto calorosamente la proposta del Bundestag. Questa approvazione mostra come la lotta contro l'antisemitismo venga strumentalizzata per proteggere le politiche del governo israeliano, le quali causano gravi violazioni dei diritti umani e distruggono le opportunità per la pace. Noi lo riteniamo inaccettabile e assolutamente controproducente quando sostenere "il diritto dello stato ebraico e democratico di Israele di esistere" e combattere l'antisemitismo incoraggiano di fatto queste politiche.

A peggiorare le cose, la mozione adottata non distingue tra Israele e i territori palestinesi occupati. Condanna categoricamente tutti i boicottaggi delle imprese e dei beni israeliani, inclusi i prodotti provenienti dagli insediamenti israeliani illegali. Di conseguenza, considererebbe una campagna di boicottaggio dei prodotti di una impresa posta negli insediamenti e complice delle violazioni dei diritti umani, come antisemita. Ciò costituisce un deplorevole ritiro dall'opposizione inequivocabile e coerente del governo tedesco e dell'UE alla politica coloniale di Israele.

Inoltre, la mozione ignora che le dichiarazioni nel contesto dell'UE sono protette dalla libertà di espressione, come confermato dall’UE, che "è ferma nel proteggere la libertà di espressione e la libertà di associazione in linea con la Carta dei diritti fondamentali dell’unione europea, che è applicabile sul territorio degli stati membri dell'UE, anche per quanto riguarda le azioni del BDS condotte su questo territorio". Proprio a causa della sua storia, la Germania dovrebbe essere molto cauta in ogni cedimento rispetto a queste fondamentali norme democratiche.

Infine, l’amalgama del BDS con l'antisemitismo non fa avanzare la lotta urgente contro l'antisemitismo. La minaccia dell'antisemitismo non deriva dagli attivisti per i diritti dei Palestinesi, ma principalmente dall'estrema destra e dai gruppi jihadisti. Negare ciò potrebbe allontanare i musulmani e gli arabi dalla lotta vitale contro l'antisemitismo e ostacolare la possibilità di costruire la solidarietà tra ebrei, israeliani, musulmani e arabi nella lotta contro l’antisemitismo e altre forme di razzismo. Invia anche un messaggio sbagliato a coloro che si oppongono all'oppressione del popolo palestinese con mezzi non violenti.

Per tutti questi motivi, noi, ebrei e israeliani, rifiutiamo la mozione di CDU / CSU, SPD, FDP e Bündnis 90 / Die Grünen. Adesso che è stata adottata, chiediamo al governo tedesco di non approvarla et di non equiparare il movimento BDS con l’antisemitismo. Invece, il governo tedesco deve agire sulla sua responsabilità positiva per promuovere e proteggere la libertà di espressione e di associazione.

Inoltre, chiediamo al governo tedesco di mantenere il suo finanziamento diretto e indiretto delle organizzazioni non governative israeliane e palestinesi che sfidano pacificamente l'occupazione israeliana, denunciano gravi violazioni del diritto internazionale e rafforzano la società civile. Queste organizzazioni difendono i principi e i valori del cuore della democrazia liberale e dello stato di diritto in Germania e altrove. Più che mai, hanno bisogno di sostegno finanziario e sostegno politico.
